Town Seeking New Member for Vacant Position on Glastonbury Conservation Commission / Inland Wetlands and Watercourses Agency

The Town of Glastonbury is currently seeking a candidate to fill a vacant volunteer position on the Glastonbury Conservation Commission / Inland Wetlands and Watercourses Agency. Political affiliation is not taken into consideration for this appointment. 

Commission Duties & Responsibilities:

The Conservation Commission (CC) is established pursuant to Chapter 15, Article II of the Town Code of Ordinances. Section 15-20 establishes its general duties and powers, Section 15-21 cites a variety of potential natural resource duties and powers that may be assigned to the Commission, and Section 15-22 assigns the CC the sole responsibility of adopting and administering the inland wetlands and watercourses regulations for the town as mandated by state statutes. As such, the Commission also serves as the designated Inland Wetlands and Watercourses Agency (IWWA) for the Town of Glastonbury. The CC is a member of the Connecticut Association of Conservation and Inland Wetlands Commissions, Inc.

Primary duties of the Glastonbury CC / IWWA:

  1. Amending / Revising Town inland wetlands and watercourses regulations as needed and administering such regulations, to include but not limited to:
    1. Reviewing permit applications and taking applicable action
    2. Enforcing regulations, including instances where regulated activities occurred without an issued permit, or where a permitted activity does not comply with the assigned conditions of approval or modifications
  2. Providing recommendations to the Town Plan & Zoning Commission (and Town Council when applicable) with respect to potential environmental impact(s) from proposed subdivisions, special permits, Planned Area Developments, and other land use projects
  3. Working with land use applicants and landowners to obtain conservation easement agreements on environmentally sensitive land areas

The CC may perform any of the following less frequent activities as applicable:

  1. Conduct research and prepare reports for matters that are adversely affecting natural resources and/or environmental protection (e.g. soil erosion/sedimentation; pollution; agricultural soils/farmland matters; protection of rare/endangered species)
  2. Develop and promote conservation policies, programs, and/or regulations to address natural resource and/or environmental protection issues as applicable
  3. Undertake educational programs
  4. Apply for grants; Review and approve applications for open space grants-in-aid
  5. Contract for technical assistance

The Environmental Planner within the Glastonbury Office of Community Development serves as the staff liaison to the Commission. The CC/IWWA typically meets remotely twice per month (Thursday evenings at 6:30 PM) for seven months of the year, and once monthly in February, July, August, November, and December. Informational materials are distributed to Commission members in advance of each meeting and meetings are cancelled if there are no projects or applications to review.
