Crumbling Foundations: Resources and Property Assessment Information

Homes in northeastern Connecticut built between 1983 and 2015 may be at risk for crumbling foundations due to the presence of pyrrhotite, a mineral that can cause concrete to slowly deteriorate when exposed to oxygen and water.

To support affected homeowners, the Connecticut Foundation Solutions Indemnity Company (CFSIC) and the Capitol Region Council of Governments (CRCOG) have developed a Crumbling Foundations Resource Guide. This guide provides information on available programs, financial assistance, and next steps for homeowners.

In addition, Connecticut law allows for property assessment reductions for homes impacted by crumbling foundations. To be considered, homeowners must obtain a report from a licensed professional engineer confirming the presence of defective concrete and assigning a severity class rating.
