Algonquin Gas Transmission has submitted an application to the Connecticut Department of Energy and Environmental Protection (DEEP) for a Section 401 Water Quality Certification related to its proposed Connecticut River Reliability Project.

The proposed project includes an additional natural gas pipeline crossing of the Connecticut River.

Notice is hereby given that Algonquin Gas Transmission, LLC (the "applicant") of 890 Winter Street, Suite 320, Waltham, MA 02451 will submit to the Department of Energy & Environmental Protection an application under Connecticut General Statutes Section(s): 22a-361 (Structures, Dredging and Fill); 22a-39 (Inland Wetlands and Watercourses); and Section 401 of the Federal Clean Water Act, 33 U.S.C. 1341 (401 Water Quality Certificate).

Specifically, the applicant proposes to modify its existing 30-inch-diameter L30B Pipeline System (“L30B Pipeline”), including the installation of new connector pipeline and relocation of existing valve sites, in Hartford and Middlesex Counties, Connecticut (“Project”). The purpose of the Project is to improve pipeline inspection and maintenance capability along the applicant’s existing L30B Pipeline System at the crossing of the Connecticut River. A section of the applicant’s existing pipeline, that currently transports gas under the Connecticut River (“M/L‑AUX‑1”) is constrained and prohibits the use of in-line inspection tools (i.e., “pig” launcher/receiver) between existing Valve Sites 28A and 28B. The valve sites are located on the west and east side of the Connecticut River, respectively. To remedy these constraints, the applicant proposes to install approximately 2,000 feet of 30‑inch‑diameter connector pipeline on the L30B Pipeline between Valve Sites 28A and 28B to create a continuous pipeline segment.

This will allow the applicant to conduct a full uninterrupted in-line inspection of its L30B Pipeline System, enhance inspection and maintenance capability, and improve operational reliability and flexibility that will enable the applicant to better respond to planned and unplanned maintenance and outage events. The applicant will install the L30B Connector Pipeline using the Direct Pipe® trenchless construction method. Direct Pipe® is a trenchless construction method that can be used to install pipelines underneath rivers without surface impacts. It is a combination of a micro-tunneling process and horizontal direction drill (“HDD”). The proposed activity will take place west of the Connecticut River and proposes to use workspace for a permanent access road between Dividend Road in Rocky Hill and the applicant’s existing pipeline right-of-way (ROW). Direct Pipe® installation and relocation of its existing Valve Site 28A will occur along the applicant’s existing pipeline ROW in Cromwell.

Construction of the Project east of the Connecticut River proposes to use workspace for continued Direct Pipe® installation along the applicant’s existing pipeline ROW, relocation of its existing Valve Site 28B in Glastonbury, and proposed construction of a new permanent access road to the new Valve Site 28B.

The proposed activity will potentially affect 3 wetlands that are both federally jurisdictional and state jurisdictional inland wetlands, and 3 wetlands that are only state jurisdictional inland wetlands in Rocky Hill as temporary impacts. No streams or rivers will be directly impacted by the construction of the Project.
