Responses will be publicly opened and read aloud in a virtual platform at a location specified at the time and date detailed in the specification. Please contact the Purchasing Department at (860) 652-7588 for additional information. The Town of Glastonbury reserves the right to waive informalities or reject any part of, or the entire bid, when said action is deemed to be in the best interest of the Town. All Sealed responses must be submitted electronically no later than the time and date indicated. Late bids/RFPs will not be accepted.

Town of Glastonbury Code of Ethics 

Respondent is required to review the Town of Glastonbury Code of Ethics adopted July 8, 2003 and effective August 1, 2003 and revised October 29, 2013 and effective November 28, 2013.  Respondent shall acknowledge that they have reviewed the document in the area provided on the bid/proposal response page. The selected respondent will also be required to complete and sign an Acknowledgement Form prior to award. RPGL-2026-07-SMUT POND ECOLOCGICAL STUDY

The Town of Glastonbury will be accepting proposals from qualified individuals or firms to conduct a study of the existing ecology associated with the Smut Pond dam impoundment along with analysis of ecological considerations which would result from implementation of different improvement alternatives. Potential modification alternatives shall include restoration of the impoundment area to allow for recreational use and irrigation of adjacent farmland, strategic breach of the dam and re-establishment of Roaring Brook channel through the existing impoundment area and invasive flora species removal within the subject area.  The study shall also include a review of the feasibility of modifying the dam for hydroelectric power generation.  The chosen Consultant shall advise as to ecological advantages and disadvantages of all options and the study of alternatives shall include detailed cost estimates for design, permitting, and construction of such alternatives for further consideration by the Town. The Consultant shall also advise as to the feasibility and expected timeframes for obtaining all necessary permits. The scope of work may also include future design and construction phase services. These services if performed, would be negotiated separately from this initial study phase.
