Responses will be publicly opened and read aloud in a virtual platform at a location specified at the time and date detailed in the specification. Please contact the Purchasing Department at (860) 652-7588 for additional information. The Town of Glastonbury reserves the right to waive informalities or reject any part of, or the entire bid, when said action is deemed to be in the best interest of the Town. All Sealed responses must be submitted electronically no later than the time and date indicated. Late bids/RFPs will not be accepted.

Town of Glastonbury Code of Ethics 

Respondent is required to review the Town of Glastonbury Code of Ethics adopted July 8, 2003 and effective August 1, 2003 and revised October 29, 2013 and effective November 28, 2013.  Respondent shall acknowledge that they have reviewed the document in the area provided on the bid/proposal response page. The selected respondent will also be required to complete and sign an Acknowledgement Form prior to award. Center Green Fountain Updates

The Town of Glastonbury Parks Department will receive on-line bids to furnish all labor, materials, equipment and incidentals required to replace an existing fountain, fountain filter, pump system and electrical equipment currently housed within an underground vault. Due to concerns regarding regular accessibility, moisture intrusion, and long-term maintenance, the control and electrical system is proposed to be relocated to an above-ground enclosure designed to be both functional and aesthetically compatible with the surrounding landscape. The new pump system will remain located within the underground vault to minimize noise.  The scope of work includes mechanical, electrical, and plumbing modifications, as well as site improvements to support the new installation.

Bidders wishing to submit a bid proposal for this solicitation are directed to respond online through a secure e-Procurement portal. Responses can be submitted at the following link: https://glastonburyct.bonfirehub.com/, under the bid title “GL-2027-10 Center Green Fountain Updates”.

All bids will be publicly opened and read aloud via Zoom on the date and time recited above. No late bids will be accepted.

A non-mandatory pre-bid meeting will be held on: August 17, 2026 at 10 A.M. at the Center Green Fountain. Prospective Bidders are encouraged to attend.

Each Bid must be accompanied by a bid security in the form of a Bid Bond, certified in an amount not less than 10% of the base bid except as otherwise expressly provided in the Instruction to Bidders. The successful bidder will be required to provide performance and labor and material payment bonds in the full amount of the agreed contract price.

Bidders are further advised that this project is subject to the prevailing wage requirements of Connecticut General Statutes Section 31-53.
