Our Services

Emergency Management / Civil Preparedness is responsible for coordinating all governmental and private sector activities in times of man-made or natural disasters. The office is very active in planning for manpower, equipment and community needs. This involves continual updating of information, regulations and equipment. The office conducts constant checks of materials and equipment, including the town warning sirens. It trains and re-certifies radiological monitors with emphasis on peacetime accidents involving hazardous materials. In disaster situations, the office updates information and instructions to citizens via its radio station WPII600 (1570 AM) and its disaster information telephone number (860-652-7578). When needed, the office coordinates shelters during disasters. Emergency Management also has a state-of-the art mobile telecommunications van equipped to function as back-up, should the Town's main telecommunications system fail.

Community Activities

Although the Emergency Management Staff gathers at the Office-EOC to monitor and assist with various storms etc., it also has a schedule of community activities which are treated as "training exercises." Activities include monthly and special staff meetings, training and seminar sessions with the CT Department of Emergency Management & Homeland Security (DEMHS), which is within the CT Department of Emergency Services and Public Protection (DESPP), the Capitol Region Council of Governments (CRCOG), the Federal Emergency Management Agency (FEMA), and adjacent towns.

The Point of Distribution Drills (POD) and exercises with neighboring Towns prepare for the distribution of antidotes for the populous.


Additionally, Emergency Preparedness participates in various parades including the Memorial Day Parade, St. Patrick's Day Parade and Veteran's Day Ceremonies, as well as the Summer Music Series at our Riverfront Park and other events. The Department coordinates various Scouting and service organizations who assist in localized training events, such as the annual Santa’s Run, Apple Harvest and Music Festival, and the Summer Music Series. This incorporates additional staffing resources to assist in the mitigation of real emergency situations.

Our close relationship with the CT River Valley Chamber of Commerce provides a resource for business community members to have a known point of contact for accurate information in times of major emergency situations.

Our staff is committed to active community involvement with various civic organizations to facilitate communication, during major incidents.

  • Continue National Incident Management System (NIMS) & additional staff training
  • Maintain equipment and develop procedures for proper operation
  • Continue monthly testing of the Town Public Warning Siren System
  • Continue involvement in the Town's telecommunications system
  • Maintain up-to-date awareness in Emergency Management and Homeland Security through seminars and training given by Local, Regional, State, and Federal resources
