Affordable Housing in Glastonbury

Overview

The Town of Glastonbury is committed to supporting a diverse and sustainable housing supply for current and future residents. Currently, about 40% of renter households and 20% of homeowner households in Glastonbury are considered cost-burdened, meaning that they spend more than 30% of their income on housing. This page explains some of the Town's tools for increasing affordable housing and where to find additional resources.

Affordable Housing Plan (2022-2027)

  • The Town’s Affordable Housing Plan guides the Town’s efforts to expand affordable and diverse housing.
  • Public Act 25-1, adopted in November 2025, now requires municipalities to adopt local or regional Housing Growth Plans, which will replace Affordable Housing Plans starting in 2028.
  • The Plan has prompted several initiatives, such as the Affordable Housing Trust Fund, zoning reform, and construction of new affordable housing.

Funding Tools

Affordable Housing Trust Fund (established October 2025)

  • The Fund supports housing for households earning less than 80% of the Area Median Income.
  • The Fund can support:
    • New affordable housing development
    • Retention of existing affordable units
    • Conversion of existing market-rate housing to affordable housing

Regulatory Tools

Inclusionary Zoning (adopted July 2023, updated November 2024)

Inclusionary Zoning is a tool intended to encourage private development of affordable housing. In Glastonbury, multifamily developments that consist of 10 or more dwelling units must provide 14% of the units as affordable to households earning 80% of the Area Median Income.

Building Zone Regulations Update (initiated November 2024)

The Building Zone Regulations Update Project is a multi-year effort to overhaul the decades old zoning code. One aspect of the project will be aligning the code with the housing goals and strategies framed in the Town’s Plan of Conservation and Development and Affordable Housing Plan.

Where can I apply for affordable housing in Glastonbury?
The Housing Authority of the Town of Glastonbury offers 434 affordable apartments in five Glastonbury housing developments, and 37 Housing Choice Vouchers. For more information, visit www.glastha.org.

How can I donate to the Affordable Housing Trust Fund?
Sources of funds can be monetary gifts, grants, loans, or monies received from state and federal agencies. Donations can be made to the Fund by sending a check to the Office of Community Development at the address below:

What was the Affordable Housing Steering Committee?

What is the Affordable Housing Land Use Appeals Act (CGS 8-30g)?
The Affordable Housing Land Use Appeals Act was passed in 1989 to help address the shortage of affordable housing in Connecticut. The law allows certain housing developments to proceed under a streamlined approval process in communities where affordable housing is limited. More information can be found here:
