Project Overview

Construction has recently commenced to install new sidewalks along Main Street (Route 17) between the Old Cider Mill and Chestnut Hill Road. The project represents the final phase, Phase 3C, of an initiative to provide a pedestrian link between South Glastonbury and the existing, and extensive sidewalk network to the north via Main Street and ultimately to the town center/business district.

Within the project boundaries, CT Route 17 is a high-volume, high-speed arterial roadway with shoulder width.  This project phase is designed to provide safe pedestrian access to the South Glastonbury village center and its community amenities - full-service grocery store, bakery, banks, churches, restaurants, and commercial / retail businesses.  The new sidewalk connection will provide a non-motorized transportation option to those who choose such and for those who do not own a vehicle.

This project phase generally consists of constructing a 5-foot-wide concrete sidewalk on the west side of Main Street and realigning the road.  To accommodate the new sidewalk and avoid areas of prohibitively steep slopes, portions of Main Street will need to be shifted up to 9 feet.

Additional project work will include:

• Installation of new stormwater catch basins, storm piping and earthen swale that will collect stormwater and discharge to the Holland Brook, which is located along the Old Cider Mill property.
• Relocation of several utility poles along the east side of Main Street to allow the realignment of the road.
• Construction of several Americans with Disabilities Act (ADA) compliant curb ramps and crosswalks at the intersection of Main Street and Chestnut Hill / Red Hill Drive.
• Reconfiguration of the traffic lights at the intersection of Main Street and Chestnut Hill / Red Hill Drive to include a Lead Pedestrian Interval (LPI) phase activated by a pedestrian push button. LPI phases allow pedestrians a few seconds to establish a presence in sidewalks before parallel traffic is allowed concurrent travel with the pedestrians.

Construction is underway and scheduled to continue through May 2026, yet subject to change based on weather and other factors. Milling and paving operations will be restricted to the overnight hours (10:00 PM - 6:00 AM); however, other project work will occur during day-time construction hours (7:00 AM – 5:00 PM).  Lane closures and alternative traffic patterns are anticipated throughout the project duration. However, all businesses will remain open during construction. Town staff will share ongoing project updates, including lane closures and other traffic impacts, through the Town website and other channels as applicable.

This project is supported by the State Local Transportation Capital Improvement grant (LOTCIP), which will fund 100% of construction costs. The design was completed by the Town of Glastonbury Engineering Division and engineering firm, Tighe & Bond. Construction will be inspected and administered by Town staff.  Although construction work will create some temporary inconveniences, this project is essential at this time and will result in substantial improvements to non-motorized (pedestrian) traffic in this area.  The Town of Glastonbury appreciates the community’s patience as we work to ensure the safety and long-term viability of our roadways and sidewalks.

7/17/2026 - Project Completion and Opening of Sidewalks to the Public

The Main Street Sidewalk Phase 3C project has reached substantial completion, and the new sidewalks have been open to the public since Thursday, July 16, 2026.

The Town has provided its contractor, B&W Paving & Landscaping, with a punch list of remaining items to complete, including:

• Painting sidewalk markings at the intersection of Main Street (Route 17) and Chestnut Hill Road/Red Hill Drive.
• Clearing construction materials and restoring the gravel laydown area at Earle Park/American Legion Hall.
• Removing small areas of invasive bamboo shoots that have re-emerged.
• Reseeding areas where grass has not become well established during the fall growing season.

Final acceptance of the intersection improvements and roadway repaving by the Connecticut Department of Transportation (CTDOT) is still pending.

6/3/2026 - Stage 4 Update and Notice of Night Work

Night work is scheduled for Wednesday, June 3, 2026, and Thursday, June 4 along the Main Street (Route 17) construction zone to accommodate paving activities by the Town’s contractor, B&W Paving & Landscaping. Motorists should expect detours and/or delays. Once the final lift (layer) of Superpave hot mix asphalt (HMA S0.5) is installed, temporary pavement markers will be added to the road. Approximately two weeks later, the final pavement markings will be painted. 

5/5/2026 - Stage 2 & 3 Update

Temporary lane shifts have been implemented along Main Street (Rte 17), which allows northbound and southbound traffic to flow through the construction zone without any detours. Motorists are advised to use caution when traveling through the area and to expect delays. The hours of active construction are currently 7:00 AM to 5:00 PM.

4/22/2026 - Stage 2 Update

Northbound traffic is being detoured away from Main Street, during the hours of active construction (8:30 AM to 4 PM). The detour route starts by having traffic turn right off Main Street (Route 17) onto Chestnut Hill Road, then left onto Coleman Road, then left onto Overlook Road, and finally right onto Main Street to complete the detour. During evening hours (4 PM to 8:30 AM), traffic will be permitted in both directions on Main Street, on shifted lanes. Southbound traffic is being routed through the construction area during hours of active construction and during evening hours. Having both northbound and southbound traffic flowing through Main Street during active construction times resulted in safety concerns for both motorists and for workers at the site. Staff from the Town’s Engineering Department has coordinated with the Police Department to formalize the detour, which will be permitted by the state’s department of transportation (DOT), since Main Street (Rte 17) is a state road. It is anticipated that Stage 2 of construction, and the associated detour, will last approximately four to five more weeks, until around May 15. Further updates will be provided. The detour does not affect motorists who wish to travel south on Main Street (Route 17) when accessed from Chestnut Hill Road. Updated detour signage will be provided soon. We apologize that the current signage may be confusing.

4/10/2026 - Stage 2 Update

Several utility poles along the west side of Main Street have been successfully relocated. This allows for the commencement of Stage 2 of the Main Street Sidewalk Phase 3C project, which includes widening the road to the east. Travel lane widths, in both directions, will be reduced and will be marked by reflective orange traffic drums. Pedestrians and cyclists should be aware that during Stage 2 the revised traffic lanes will have no shoulder, and they should use abundant caution or seek an alternate route. On Monday, April 13, traffic will be limited to alternating one-way traffic while the temporary travel lanes for Stage 2 are being configured. An additional update will be provided, detailing an updated schedule.

10/22/2025 - Stage 1 & 2 Update

Stage 1 of the Main Street Sidewalk Phase 3 project is nearing completion. Construction is scheduled to stop for the winter shutdown in November and slated to resume in April 2026. During the winter shutdown, both travel lanes on Main Street will be open. Signage along the construction zone will remain.

Stage 2 will commence next spring, to include widening Main Street to the east. Several utility poles are being moved during Stage 1 to accommodate this widening.  Stages 3 and 4 will involve removing a portion of the road on the west side to accommodate the new sidewalks.
