Project Overview
The existing traffic signal equipment at the intersection of New London Turnpike with Chestnut Hill Road and Quarry Road was installed in 1977. Given the advanced age of equipment at this location, all traffic signal components will be replaced under this project. Traffic signal replacement work will include installation of new signal heads, mast arm, controller, controller cabinet, and video vehicle detection system. The new controller will have capability to operate via portable generator and battery backup capability would be provided for short duration power outages. The project will also include improvements to allow for safe pedestrian crossings of the intersection including new pedestrian signals, ADA compliant concrete sidewalk ramps, and crosswalks.
In addition to the traffic signal improvements, area sidewalk extensions are necessary to connect to the subject intersection. A total of 1,900 linear feet of new concrete sidewalk on the north and south intersection approaches of New London Turnpike would be installed to achieve connectivity to and from destination points in the vicinity. Approximately 600 feet of new concrete sidewalk is proposed north of the subject intersection on the east side of New London Turnpike to provide pedestrian connectivity for the Three-Mile Road neighborhood which currently has no safe means of crossing New London Turnpike. Another 1,300 linear feet of concrete sidewalk is proposed south of the intersection on the east and west sides of New London Turnpike for connectivity to the various commercial and residential uses in that area. A new mid-block crosswalk is also proposed with rapid rectangular flashing beacons (RRFB) approximately 240 feet south of Copley Road to provide a safe crossing point for pedestrians from this neighborhood wishing to access the commercial buildings and restaurants on the east side of New London Turnpike. Enhanced illumination is also proposed at all proposed pedestrian crossing locations through the installation of three new street lights and the relocation of two existing street lights.
Minor widening of New London Turnpike is also proposed in two locations each approximately 200 feet in length where the pavement narrows to 26 feet in order to provide a minimum 28-foot-wide pavement section. This will allow pavement edge lines to be removed and restriped throughout the project limits with 11-foot travel lanes and minimum 3-foot shoulders thereby creating a modest improvement for bicyclists in the area.
