2025 GRAND LIST PERSONAL PROPERTY ASSESSMENTS

Personal property of businesses (computers, office furniture, equipment, etc.), whether owned or leased, is reported on an annual basis to the Assessor's Office. 

All owners of business personal property must submit a personal property declaration to the Assessor no later than November 1st annually. If the declaration is not filed, the Assessor is required by State Statute to apply an estimated assessment and 25% penalty to the account.  A 25% penalty is also applied to accounts filing the declaration after the November 1st deadline.  The current declaration form is available below and should be returned by email to assessor@glastonbury-ct.gov or can be mailed or submitted in person.

The information required on the declaration includes the date of acquisition of the property and the original cost of acquisition including installation.  All information is confidential and not open to public inspection.

There are certain exemptions available for business personal property. Please review the declaration or contact the Assessor’s office at 860-652-7600 for further information.

If the business is no longer operating in Glastonbury submit the Affidavit of Closing or Move.

FOR ONLINE FILERS:

Online filing is available only to businesses that have received an online filing letter with access code. The online filing portal is available only during the filing period. The link to the online filing portal is posted here when it becomes available.

TIPS ON FILING A PERSONAL PROPERTY DECLARATION

  • The original cost of the business assets should be entered in the proper Code #(i.e. Code 16 for Furniture, Fixtures and Equipment) on the line corresponding to the year the asset was purchased. The depreciated value is calculated by applying the applicable depreciation %. The total depreciated value for the code # should be entered on the Summary Sheet of the declaration.
  • If a company is an LLC, the owner's name is the LLC. 
  • Round all figures to the closest dollar.
  • Indicating “no change” or “same as last year” on your declaration does not meet the filing requirement.
  • If your business leases equipment (i.e. copier) complete the Lessee's Listing Report section of the declaration. The lessor of the equipment is required to file a declaration and is responsible for the business personal property tax for those assets.
  • Assets claimed on your federal tax return and depreciated or expensed as business assets should be declared on the Personal Property Declaration.
  • Consumable supplies should be declared in Code #23 Average Quantity of Supplies Consumed. If supplies are claimed on your federal tax return that amount is entered as the Total Expended in Code #23.
  • Complete the Reconciliation of Fixed Assets. The figures should reconcile with the prior year's filing.
  • Exemptions are available for some types of business equipment, such as farm and manufacturing equipment. If a declaration is not filed or filed late, the exemption cannot be applied.
  • The Assessor may grant a filing extension until December 15th. Extension requests must be in writing and received by the Assessor's office by November 1st. Requests should be emailed to assessor@glastonbury-ct.gov.
