Crumbling Foundation Information

Homes in northeastern Connecticut built between 1983-2015 have the potential for a crumbling foundation due to the presence of pyrrhotite which causes the slow deterioration of concrete when exposed to oxygen and water.

The Connecticut Foundation Solutions Indemnity Company(CFSIC) and the Capitol Region Council of Governments(CRCOG) have prepared a Crumbling Foundations Resource Guide to assist affected homeowners. To learn more about the crumbling foundations program and to seek any help you need, click here.

The Connecticut legislature has enacted legislation allowing the Assessor to reduce property assessments due to a crumbling foundation. A homeowner must consult a licensed professional engineer to obtain a report confirming the presence of defective concrete and assigning a severity class rating in order for the assessor to consider an assessment reduction. The report should be submitted via email to assessor@glastonbury-ct.gov. The Assessor’s office can be reached at 860-652-7600 for questions regarding assessment of a home with a crumbling foundation.
