Summary of Exemptions and Property Tax Relief Programs
Property Tax Exemption Programs
A property tax exemption is a reduction in the taxable assessed value of the real estate, motor vehicle, or business personal property of an approved applicant. Exemptions are available to those who have established residency and property ownership as of the October 1st assessment date of each year.
The monetary benefit of an exemption is determined by the mill rate. (For example, a $1,000 property tax exemption with a mill rate of 35.1 results in a tax reduction of $35.10)

A Veteran who was a member of the Armed Forces in service in time of war is eligible for a $1,500 exemption applied to their real estate assessment. The exemption will be applied to a motor vehicle if real estate is not owned by the Veteran.
Veteran must be honorably discharged or released under honorable conditions from active service in the Armed Forces and performed service of 90 or more cumulative days during a period of war.
Discharge certificate (DD-214) must be filed with the Town Clerk by September 30th for the exemption to be applied to the October 1st Grand List. The DD-214 is a one time filing and does not need to be refiled.
A certified copy of your DD-214 can be obtained from the National Archives.
Disabled Veterans Exemption
Veterans with a disability rating by the Department of Veterans Affairs are eligible for an increase to the basic exemption based on disability rating percent.
The disability award letter issued by the Department of Veterans Affairs must be submitted to the Assessor's office by March 31st following the October 1st assessment date and does not need to be resubmitted unless the disability rating percent changes. Discharge certificate (DD-214) must be filed with the Town Clerk by September 30th preceding the October 1st assessment date.
Additional Veterans Exemption
Income qualified Veterans are eligible for an additional exemption. Biennial application is required. ADDITIONAL VETERANS APPLICATION
Property Tax Exemption For Veterans Who Have A Service-Connected Permanent and Total Disability Rating of 100% (CGS 12-81(83))
- Exempts the dwelling and up to 2 acres of land
- The exemption amount is capped at the median assessed value of residential real property in Glastonbury
Veteran's surviving spouse, Veterans with a service-connected total disability based on individual unemployability (TDIU) and Gold Star spouses are eligible for the exemption.
An annual application accompanied by Department of Veterans Affairs documentation of permanent and total disability rating of 100% is required. The application is due January 1st of each year.
PERMANENTLY AND TOTALLY DISABLED VETERAN APPLICATION
Discharge certificate (DD-214) must be filed with the Town Clerk by September 30th preceding the October 1st assessment date.
Property Tax Exemption For Gold Star Parents and Spouses
Glastonbury Town Ordinance 18-9 allows a property tax exemption in the amount of $20,000 to a parent or surviving spouse of a person who was killed in action. The application is due October 1st and applicants must reapply every 2 years. Click here for the application.
An active duty service member is eligible for the full exemption of one motor vehicle registered in the service member's name. A motor vehicle leased to an active duty service member is also eligible for the exemption. An annual application is required.
The Servicemembers Civil Relief Act (SCRA) and Military Spouses Residency Relief Act allows a motor vehicle tax exemption for non-resident service members and their spouses stationed in Connecticut. The application(s) below must be filed with the Assessor's Office:

Public Act 490
Public Act 490(Connecticut General Statutes Sections 12-107a through 107-f) allows your farm, forest, or open space land to be assessed at its use value rather than its fair market or highest and best use value (as determined by the property's most recent "fair market value" revaluation) for purposes of local property taxation. Without the lower use value assessment, most landowners would have to sell the land because they would not be able to afford the property taxes on farm, forest, or open space land.
Factors such as a change of ownership or use of the land may result in the declassification of the land and a conveyance tax penalty.

Tax Abatement For Farms
Per Section 18-31 of the Town of Glastonbury Code of Ordinances the Town Council may abate up to 50% of the property taxes for the real property and outbuildings used for the purposes of the farm, provided the property is maintained as a business. Applicants must provide the Town Council with documentation to support the status of the farm as one of the farms delineated in the ordinance and submit an annual application to the Assessor between April 1st and May 15th. (The application will be posted here during the application period) Upon sale or other transfer of the property a percentage of the taxes abated may be required to be repaid.

Farm machinery that is used exclusively in farming is eligible for an exemption up to the assessed value of $500,000. The application is due November 1st.

APPLICATION FOR EXEMPTION OF CERTAIN FARM BUILDINGS
The Homeowners Tax Credit is offered by the State of Connecticut with an additional local credit offered by the Town of Glastonbury and is applied to the tax bill for the property of the qualifying applicant. There is one application for both programs.
Applicants qualifying for the local tax credit and have owned real property in Glastonbury for at least 20 of the past 25 years will receive an additional $100 credit.
Residents who are deemed totally disabled by Social Security are eligible to apply for the State program only.
To qualify for the program:
- Applicant or spouse must have been 65 years of age as of December 31 of the previous calendar year.
- Applicant must own the property for which tax relief is sought or hold a tenancy for life use as of October 1st of the previous calendar year. Property must be the applicant's principal or legal residence.
- Total income for the previous calendar year must meet qualifying income limits. Income limits are adjusted annually.
- An application must be filed between February 1st and May 15th. Proof of income received in the previous calendar year must be provided. Following approval of the initial application, the applicant must reapply biennially. In the period between filings, applicants must notify the Assessor of any significant change in their income.
Extensions may be granted for the State benefit only. REQUEST FOR EXTENSION TO FILE to be submitted to the Connecticut Office of Policy and Management. Do NOT submit this form to the Assessor’s office.

HOMEOWNER TAX CREDIT LETTER AND APPLICATION
Per Connecticut General Statute 12-81(17) blind persons are eligible for an exemption in the amount of $3,000. A Certificate of Legal Blindness or other proof of legal blindness must be submitted to the Assessor's Office by October 1st.
The Town of Glastonbury offers a Tax Deferral Program for residents that meet the eligibility requirements for the State of Connecticut Homeowners Tax Credit program. Eligible participants may receive a tax deferral or a Town tax credit.
1. An annual application is required.
2. An agreement between the participant and the Town is required annually. A tax lien will be placed on the property for which the taxes are deferred in the amount of the taxes deferred plus interest.
3. Applicant must have owned and used the property as applicant's principal residence for a minimum of ten consecutive years prior to the date of the application.
4. The deferred taxes and interest must be paid at the time of the transfer of the property or upon death of the applicant.

Property owned by an organization that is used exclusively for scientific, educational, literary, historical or charitable purposes may be eligible for an exemption. An application must be filed with the Assessor's Office every four years.
Renters Rebate Program
State law provides a reimbursement program for Connecticut renters who are elderly or totally disabled, and whose incomes do not exceed certain limits.

Commercial Truck Exemption
A property tax exemption is available for certain commercial trucks, truck tractors, tractors and semi-trailers pursuant to CGS §12-81(74). The application is due November 1st.
Ambulance Type Motor Vehicle Exemption
Exemption for motor vehicles used exclusively for the purpose of transporting a medically incapacitated individual and has been equipped for purposes of adapting its use to the disability of such person. The application is due November 1st or within 90 days of purchase.
